As long as there have been users in JDE, there has been the request to make fields required for entry so users don't miss a field. This is true in all versions of JDE - World and EnterpriseOne. 

Good news for those on EnterpriseOne 9.2!  Application P0102, Address Book Required Fields, allows you to set which fields you wish to be required on the Address Book by Search Type. This is a link to Oracle's document for this application.

More good news for those on EnterpriseOne 9.2! If you need to make fields required in other applications besides the Address Book, Personalizations or Form Extensions can let you make any entry field required. Simply right-click on the field, and check the Mark as Required checkbox:
