I recently had a Business Analyst stumped as to why a user couldn't see the Cafe1's on their applications. She had rolled out a new Cafe1, and one user couldn't see it. The BA checked security multiple times which was setup correctly. Other users could see the Cafe1, too. Turns out the user had inadvertently turned the "Show Layouts" off in their Preferences here:

It's never a bad idea to check with your user community to keep them informed on what Preferences do for them and how they can help them or, in this case, hurt them.
